Subj. On iyokan, backtick and tilde areneither present on hardware key nor accessible through on-screen menu that pops up when Sym key is pressed.

There might be some else symbols missing. In stock iyokan firmware, Sym menu had many more stuff (including backtick and tilde) than in CM13.0.

I could try fixing this myself if you tell me what app is responsible for Sym menu.
