Tough to troubleshoot, not much info, but there is a mention of geolocation at top of stack, so maybe users who do not have geolocation enabled should not see the toggle, ever?

@rperlin-ela are you actually seeing this come up in the UI anywhere? i cannot reproduce it. i simulated a throttled connection down to garbage levels, and still can't make it happen. i get errors i thought were related to it and have been seeing for ages (and i know what causes it), but i might be barking up the wrong tree.

anyway, whatever it is i can't debug if i can't reproduce it, and the MB code is optimized so i can't read anything. sorry man, not sure what to tell you on this one.
