Another Python library provides the same functionality: colorthief.

However both libs do not return the same palette:

palette

The first line of colored circles is the palette from colorthief, the second line is the palette from haishoku.

Why do they differ so much?

Interesting starting point for a deeper research. I'd say it's not easy to get an 8-color palette from this picture I already found more than 16 different colors in (ignoring antialiasing artifacts):
