CI Update + Caliper testing

Once #352 is merged and new RAJAPerf Released, we will:

• 1. Add the corresponding RAJA and RAJAPerf releases to Radiuss Spack Configs.
• 2. Test changes in RAJA and CHAI
• 3. Apply a small patch to RAJAPerf package to allow to build with caliper@2.9.0 and above (currently restricted to @ main)
• 4. Apply Shared CI update to RAJA Perf
• 5. Test RAJA@shared_ci_update (with new RSC) in RAJA Perf: https://lc.llnl.gov/gitlab/radiuss/RAJAPerf/-/pipelines/320903
• 6. Release Shared CI (related to updated Spack Configs and Spack).
• 7. Merge CI Update in RAJA (including new Spack Configs). [Woptim] Update shared ci to v2023.08.0 RAJA#1527
