Create a python 3.x function to calculate the distance between a set of images and locks.
Inputs either a N X 1 imagery UUID or an image itself
Calculate the distance, in units meters, between the latitude, longitude metadata of the image and all nearby locks. The timestamp metadata will also need to be used when filtering landslides. Locks that opened after the image was taken should not be considered.
Output a N X 4 column of UUID, image latitude, image longitude, distance to nearest locks, UUID of nearest locks
setup.sh will needed to be updated to download USDOT: locks. A default data directory titled /data/USDOT-Locks should be created to store the data.
