KubeOperator 版本 v3.16.4

Kubernetes 版本 v1.22.16-ko1

部署环境 ubuntu20.04 无外网

Bug 描述
离线部署，nexus 正常运行，apt update 出错，部署无法继续进行

这种情况就可以考虑在创建集群时使用自建的内网仓库。
