log at boot completed time

Seems like there is a hard switch which causes logcat to die right before system finally show lockscreen, so no log produced until you reach debugging settings.
Not an issue here but It is annoying while porting CM 10.1 (which is almost booted).

Some advisers told me it's ENG build only, but even though I switched this in build.prop logcat goes off..
