Migrate all the TODOs in the codebase to the new issues

Problem Statement

We recently migrated our codebase to a new repository and manually migrated the issues from the old repo to the new one. This meant that all the TODOs in the code that point to specific issues are out of date now, as the migrated issues have a different numbering.

Proposed Solution

We need to go through all the TODOs in the codebase and migrate them to the new issue number.

Acceptance Criteria

• all the TODOs in the code point to existing issues.
