Activation from blacklist impossible on some programs, but possible from task manager​

Hello,

First of all, thank you very much for your time and hard work :)

Some programs (like LenovoVantage-(VantageCoreAddin).exe for example) are in my blacklist and can't be throttled even though it's possible to do so from the task manager.

Reproduction steps / 复现步骤

1. LenovoVantage-(VantageCoreAddin).exe in the black list = Don't work
2. LenovoVantage-(GenericTelemetryAddin).exe = Work
3. LenovoVantage-(VantageCoreAddin).exe throttled from task manager = Work

I don't know why it doesn't work from app black list
I have tried with and without admin right
