  • Add a new Command called create-before that'll create a new file in the migrations directory.
  • The new template named before(?) will have the same definition as other migration scripts.
  • Update the Up and Down commands to run the before script prior to running all migration scripts.
  • TBD - should this hook be executed if no migrations will be ran?
