Filter for images by name so that they are not uploaded to the cloud

I need the images, having a certain word in the name, to remain on the server, but not uploaded to the cloud.

I'm use this code:

add_filter('media-cloud/storage/should-handle-image-upload', function($shouldHandle, $upload) {
     $filename = basename($upload['file']);
     $disallowedWords = array("wordpress");
     foreach($disallowedWords as $word) {
         if(strpos($filename, $word) !== false){
             return false;
         }
     }
     return $shouldHandle;
}, 10, 2);

The filter works for files, but not for media
