At the moment the library is not compliant with OF2206.

what is missing? I didn't think there were that many changes between 2112 and 2206

I have not saved the compiler log but moving the definition of
Foam::Ostream& Foam::functionObjects::operator<<(Foam::Ostream& os, const forceCoeffs::coeffDesc& coeff)
from forceCoeffs.H to forceCoeffs.C fixed it
