Disable Edit Project

• if project is in unverified stage, just display the edit project option directly
• if the project is NOT in unverified stage, then show an error msg that pls ask admin to "Unverify Project" so that they can perform edits
• When someone clicks on submit in the edit page window, perform a check for the current project status before performing any db page. Why? Students may go to the edit page manually by changing the URL. This step is similar to what is happening in "Add New Project"
