Current pcap draft doesn't include the link-type descriptions from https://www.tcpdump.org/linktypes/ #101

Some link-layer header types have descriptions that point to pages not hosted on www.tcpdump.org, e.g. the IEEE 802 specifications. We can (and should) link to those in the table without problems.

Others have link-type descriptions that are currently hosted on www.tcpdump.org at https://www.tcpdump.org/linktypes/. We can either 1) continue to provide them, and link to them, or 2) turn them into appendices of the specification and refer to them internally.

The link-layer types don't belong in the pcap draft, nor do they belong in the pcapng draft, as they're used in both documents. Instead, they're in draft-ietf-opsawg-pcaplinktype.
