Have an option to restrict reminders to a single channel, rather than them being allowed in every channel. Essentially an off-by-default whitelist system rather than an on-by-default blacklist system.

This is a very low priority, as alternatives include blacklisting every channel or moderating users.

This issue is a continuation of the discussion had on #233 but has been isolated for clearer tracking.
