馃挰 Questions and Help

While checking Hospital Run and logging in as different medical personnel I found few things that didn鈥檛 seem to connect in my head. So, I put all personnel and their functions into this Google Sheet:
https://docs.google.com/spreadsheets/d/1t89cscn2abj5DohYB_BUlhsmTJ8ulNbnYRSlQmlchGk/edit?usp=sharing

Also, there are questions I had during testing HospitalRun myself:
Why nurse managers can NOT add new patients? And why her functions are way more limited than even a regular nurse?
Why doctor can't see inventory? What if in a small hospital there is one or few doctors only and they need to see what鈥檚 going in.
why doctor can't see administrative staff and nurse CAN?
Why doctor can't see incidents, what if it's related to him?
Why administrator can't go to the Administrator section?
Why business Offices can mess up (Add/edit/delete) with patients?
Business Offices seem like they should have access to inventory. Or I am mistaken?
Why imaging tech can add patients, lab CAN"T?
