Expectation

Removing a users Can Chat permission prohibits the user from interacting with the chat box completely.

Description

User can still spam the chat box with status notifications.

This is out of scope and should be a feature request. There's many other situations where messages are sent anyways such as creating playlists, adding votes to requests, creating requests, voting on polls, uploading subtitles, creating reseed requests and everything in between. This permission is only used automatically by the site for banned/disabled/pruned users anyways.

Just ban the user if they are disruptive, which will block all authenticated site actions from them. They obviously don't want to be a member, or are a hacked account with intended mischief.

The permission is there, and can be used manually. Seems like most of the other methods you describe for sending messages to chat box can be blocked with the other, manual, user permissions.

And while I accept that banning an account is most certainly an option, it is a last resort that doesn't fit the use case.
