[BUG] Unable to upload goods list file

Unable to upload goods list file from "Upload Center".

Steps to Reproduce

Steps to reproduce the behavior:

1. Go to 'Upload Center'
2. Click on 'ADD UPLOAD'
3. Click on 'Upload GoodslistFile' and select goods list file
4. Click upload button

Expected behavior
Can import goods list from 'Upload Center'

it seems not get baseurl.txt

it seems not get baseurl.txt

I fount two files named baseurl.txt in different directory. I changed the './templates/public/statics/baseurl.txt' referred to document. './templates/dist/spa/statics/baseurl.txt' also need be changed, right?

Two 'baseurl.txt' file located at：
./templates/dist/spa/statics/baseurl.txt
./templates/public/statics/baseurl.txt

then quasar build
