After creation of new pipeline rule we do not navigate to a list of rules

The creation of new pipeline rules has a strange behavior after use saves it.

In case when we create a rule using Rule Builder, after saving the rule, the interface navigates to the edit mode of the created rule. In other cases like that, we usually navigate to the list of the all items. So I think we have to unify behavior here with other parts

More strange behavior we have when users create rules using Source Code Editor.
After submitting the creation form message about successful rule creation appears. Also appears prompt

In my opinion, the message is not appropriate, because the rule was just created. We should navigate to rule list without this prompt on saving action and keep prompt only when user try to leave the page without saving

The prompt issue has been reported in #19008 already and is being fixed; but the navigation issue is still the same, so I'll leave it open.
