Should update this with the new HA VPNs OR note that this configuration is deprecated

This repo and the related wiki are great but they are now outdated and no where in the wiki or this repo does it state this will result in the creation of soon to be deprecated resources

This could be updated to include the new google_compute_ha_vpn_gateway resource OR at least add a comment saying this will create a now considered "classic" VPN
