Scaleable reports (improve how we deliver data)

There are several improvements we're aiming to make with our downloadable reports to address performance issues and make them more useful.

Performance improvement workarounds

• Add additional options for time-based reports notifications-admin#1403
• Bug: User reports issues downloading 7-day CSV notifications-admin#1381

Enhancements to report generation

These enhancements will be developed in a longer-lived feature branch while we communicate the upcoming changes to our partners and coordinate a future release.

• Write ADR for the desired approach
• Switch time-based reports to be anonymized
• Implement an approach for anonymizing batch data
• Add capabilities for more detailed information in batch reports for when users need it:
  • Option 1: provide the ability to re-upload the original CSV and then created a CSV report with the information stitched together
  • Option 2: provide a one-time report upon job completion that contains all of the info only at that time
