Investigated and fix eternally updating 'updated_at'

Description

Sometime around December 2023, a change happened wherein the 'updated_at' column in the Notifications table seems to update every minute forever. Even looking at notifications in the dashboard, the 'updated_at' value was updating several days after the notifications were delivered.

We fixed the UI by replacing 'updated_at' with 'sent_at' but even so, for good orders sake, we should fix this. Note that any change to a Notification will update this column automatically. But what changes are being made to the Notifications every single minute?
