Code.gov Homepage (Mobile View) "Browse By Agency" Action

On the Mobile browser the new Code.gov Homepage "Browse By Agency" action button presents the AID agency projects.

However, from a new visitor to code.gov use case perspective, the "Browser By Agency" should show the list of all Agencies, not just the AID projects.
