Created and styled the impact report list landing page.
Added the FY22 impact report. Fixed the left in-page nav in the impact report page. Fixed some minor style issues.
Made minor styles updates to the impact reports pages. Renamed and consolidated the impact reports images folder.
The in-page left nav was upgraded to the latest version from USWDS. The top nav was fixed to accommodate the overlapping urls of the About and Impact urls.
For exploratory color purposes, three versions of the impact landing page was created.
Finished styling the impact report for FY23 and made other minor css changes to older reports.
