An unusual interpretation of the namespace dependencies

When checking namespace dependencies, PublicationDate and Version are taken from the NamespacePublicationDate resp. NamespaceVersion instead from the tags with the same names. Is there a reason for that? Normally, they are identical, but with the Robotics nodeset, this interpretation shows up, Refer to OPCFoundation/UA-Nodeset#99 (comment).
