gitlab所有项目进行扫描时，配置的git地址需要升级 #1387

我使用的gitlab版本比较高，此版本的restapi只支持v4

然后执行python git_projects.py -a，会报以下错误，怎么解决

目前cobra支持v3版本的gitlab，使用v4版本的话需要升级下git_projects.py获取git URL的相关代码
