Probably, just load resources from zip-archives(as an example - .pk3 in Quake 3 and Medal of Honor) or .pak-files with zlib compression.

with what tools can i compress it to pak?

maybe add some way to implement external textures for models? source support this
It may help very much to reduce texture duplication
It should be implemented in material system for new engine (which does not exist now)

CSO uses encrypted models with external textures.
