Scope of contributor covenant, specifically lack of mention of private spaces #1034

The current version states:

Scope
This Code of Conduct applies within all community spaces, and also applies when an individual is officially representing the community in public spaces. Examples of representing our community include using an official e-mail address, posting via an official social media account, or acting as an appointed representative at an online or offline event.

I assume it was intentional to leave out private spaces in the

is there some discussion of the rationale for this (I searched a bit but couldn't find any), and if not I'd like to propose a discussion, private harassment is obviously a potential concern.
