Restore wallet from seed and changing date or bc height reverts to block 0 #155

When attempting to restore from seed and user selects a specific block height or date, the wallet confirms the selection however it still restores from 0.

Bug was present in v18, v19, and v20 release versions.

Issue is present in gui and cli wallet and tested on Mac and Linux platforms with same results
