Describe the bug
storage.update_experiment(uid=experiment, **experiment) devrait plutôt être storage.update_experiment(uid=uid, *experiment)
in https://github.com/Epistimio/orion/blob/develop/src/orion/core/cli/db/upgrade.py

Expected behavior
Fix this and make sure it is well tested.
