So, we have come up with a sort of policy for flagging reports submitted that do not have files but only "placeholders" for files (i.e. language, or language/display name).
Case 1. Those reports that have no files at all should receive a red flag. This means that they will not go online. When the file is eventually uploaded, the red flag should disappear and the report can go online.
Case 2. Those reports which already have several files but have a placeholder for an additional file, should receive a yellow flag, and the report information along with the existing files/file data can go online.
In any case, the API should not serve up "partial report file packages". If both a language and file location are not present, the whole element group should be withheld.
(This issue is also connected to the issue of responses and flags related to the webform file upload. We will create another issues.)
