Adding new functionality

Enhancement Description

So far in hydromt-wflow, we can snap gauges following the flow directions and a mask or using upstream area.
This paper presents two other methods for snapping: https://hess.copernicus.org/articles/28/1403/2024/

Use case

Avoid errors and manual corrections for large scale gauges snapping
