@types/big-rat seems to have a wrong type definition for big-rat/to-float

Currently, this function is defined as returning as BigRat.Rat type. It seems it should return a simple number.

@types/big-rat define big-rat/to-float as (BigRat.Rat) => BigRat.Rat.
It should be (BigRat.Rat) => number.
