[@types/tar] preservePaths missing from ExtractOptions

As discussed here, tar allows preservePaths to be specified for extract but ExtractOptions doesn't reflect that. It should be updated to allow the optional preservePaths flag:

  // ...existing definitions

    /**
     * Allow absolute paths. By default, / is stripped from absolute paths.
     */
    preservePaths?: boolean | undefined;
}
