I have downloaded the vgg16_no_fc.npy and put it into image_captioning-master file and models file，But the error is still reported，i am confused，could you please tell me how to solve this problem? thank you!

You need to download the vgg16_nofc.npy.

I modified the code, support python3.6, python3.7,TensorFlow1.8 TensorFlow1.12 TensorFlow1.13 TensorFlow1.14, numpy 1.12 or newer, and Baidu disk download link if you like.
