[Bug]: Cannot upgrade forcepack

Issue Description

Unable to upgrade Forcepack

Full power, 45,000 liquid force + tome

Forcepack in the center upgrade in the top slot, unable to start infusion

What level is your tome? You cannot upgrade until you reach a certain tier

Wasn't sure it was a bug, but it isn't a suggestion...

JEI shows force nuggets are tier zero upgrades for axe and swords
I have upgraded 5 swords and 5 Axes with nuggets
and the book sits at
Tier Zero 1/2
Force Points 250
Next Tier 0

From what I can see from JEI, I need "claws" to continue Tier zero upgrades.
No idea how to get claws. I've killed bats with force sword/force shears and the force rod
I've tried shearing the bat, but it doesn't do anything
(not you, but the book needs work to explain this)
