We have a dspace-dc-types.dtd but apart from openaire4-types.xml it is not referenced by any of the metadata registries. Is there any reason why it is not referenced? Should we use it in all metadata registries? If yes, I can create a pull request.

Likely it should be used by all metadata registry configs because it is the DTD for those configs. Please do send a PR if you are able to do so.
