Validate Database should manage Validation.gdb better

The Validate Database tool exports topology errors if any are found. But the errors geodatabase is created regardless of what the topology check finds. The Validate Database tool should either create the error gdb only if errors are found or delete the gdb at the end of the script if it is empty.
