Setting for timezone

Some servers DFBnc runs on might be in different timezones to the user, to save having to need root to change the timezone, it should be configurable from within DFBnc.

I cant decide if you could do this with TimeZone or not, seems odd to have it based on an offset as summer time would mess the offset up then.

This should also be a per user setting just in case you have users in different timezones connecting.

Maybe a per subclient setting too... My desktop stays in Europe/London but my laptop will be going to America/Los_Angeles soon...

I guess if it sends all times in UTC and all clients know this will be UTC and adjust accordingly this would be fine too.

This was fixed in DMDirc: DMDirc/Parser@b6ff000

Per-(sub)client timezones would probably be nice for clients that don't understand tsirc or message tags, so leaving this open for now.
