Switching notebookbar tabs does not update scroll left/right buttons

Describe the Bug

A clear and concise description of what the bug is.

Steps to Reproduce

1. Open document, switch to tabbed view
2. Resize window so that scroll right button appears
3. Switch to File tab
   • Scroll right button is not needed but it does not disappear
4. Click scroll right button
   • Button disappears
5. Switch back to home tab
   • Button does not reappear, there is now no way to scroll

There is an easy but not obvious workaround: Resize the window and the scroll buttons will reappear
