Bug fix: remove Parks & Rec properties from the dataset

Describe the bug
Our dataset currently includes at least 1 park (Malcom X Park), which we erroneously list as a vacant property.

To Reproduce
Search for 5100 Pine St. in the dataset. This is a park, so it shouldn't show up as vacant. However, we list it as a medium priority vacant property owned by the City of Philadelphia.

Desire Fix
To avoid this in the future, we should add a spatial filter to remove all properties from the dataset that are also in the City's Parks & Rec dataset: https://opendataphilly.org/datasets/ppr-properties/.
