Implement scancode toolkit on repo to check licenses and stuff
*this makes it easier for open source teams to contribute

Assigned Kris cause he knows how to do this and what it actually is.

It might be good to add this to CfP projects in general if we want to get volunteers from orgs like comcast - if we're thinking about moving away from supporting this app, is it still a good use of dev time?
