This is very strange. I haven't heard of this problem before.
I do see that you're running a rather old version (0.103.8). I realize it's the most recent version provide by ubuntu:18.04. You could try using the Debian package we provide, though I would note it installs to /usr/local instead of /usr.
The database directory and config directories will also be different: /usr/local/share/clamav and /usr/local/etc

I have configured the "On-Access Scanning" with my clamav-daemon.
my config is:
when clamonacc running. report error such as:
my path is /usr/bin,calmav visit is "~/usr/bin"
