Add distance decay option for source strengths

For Circuitscape solves in each moving window, provide the user an option to weight/adjust source strengths by distance to central target pixel using one or more different distance decay functions. This was an option in Omniscape for Python.

This needs to be discussed in the context of circuit theory generally, as well as the ecological assumptions that are made when using this option.
