Describe the bug

We have encountered a UI issue in Circuitverse vue simulator where the dropdown button designed to manage overflow in the tabs bar remains visible even when there are not enough circuit buttons to cause an overflow. This leads to user confusion, as the dropdown button's function is unclear when all circuit buttons are already visible.

Steps to Reproduce

1. Open the circuitverse vue simulator with a minimal number of circuits that do not exceed the tabs bar capacity.
2. Observe that the dropdown button is visible despite the absence of overflow.
3. Add more circuits until the tabs bar overflows.
4. Notice that the dropdown button's behavior remains unchanged, which is expected in this case but not when the tabs bar has excess capacity.

Expected Behavior

The dropdown button should only appear when the number of circuit buttons exceeds the tabs bar's capacity to display them without overflow.
