Publish from import URL new issue since 6.0.4 update

Describe the current behavior

if an URL is imported (i.e. from YT) and containing a description with more chars than allowed on PT so the publish validation button is disabled, even if we remove the whole original description and leave it empty the button does not go back to enabled, which was the correct behavior in version 6.0.3

Steps to reproduce

1. import a video from URL containing a description with more chars than allowed
2. clear the description
3. check the publish button, always disabled,

Describe the expected behavior

the disabled enabled button behavior must react when description chars amount is fitting the max allowed by PT
