start-server.bat stops in "==> boss (compile)" #642

In windows 8.1 with erlang 18.3 and CB master branch after successfully creating a new project I execute start-server.bat and seems to get and compile a bunch of deps, but stops (like one hour) in ==> boss (compile), and nothing happens.

Here is the last output:

==> simple_bridge (pre_compile)
==> simple_bridge (compile)
Generating crypto compatibility for simple_bridge...
...Using: "crypto:hash(sha, Data)"
...no changes needed to "include/crypto_compat.hrl". Skipping writing new file
==> boss (pre_compile)
==> boss (compile)

Ran into the same issue on Windows 7. However when running cmd as administrator it worked.
