Add attribution sufficient for CC BY-SA to the chat user when creating an MS comment from chat #6702

Any comment which SD forwards to MS should include attribution, per the CC BY-SA license. We currently don't do that for comments which are forwarded by users who do not have an MS account. The attribution could be text and a links within the comment text. We should also have a link for any such forwarded comment back to the original comment in chat, as that's also required by the CC BY-SA license.

There was a discussion in chat about this. (The link is to what is the tail end of the conversation at the time this issue was created, as it's easier to follow a disjointed conversation backwards than it is to follow it forward.)

While not fully resolved, this should be substantially addressed by #7232 and #7231.
