HI,

Swift Package Manager has an option to create xcodeproj file using swift package generate-xcodeproj command. I believe Carthage can support project supplied with swift 4.0 Package.swift without .xcodeproj file.

I'm don't use Carthage in my everyday work and I'm not sure does Carthage support this or not, but I found no mention is readme file.
