Snow delivery issues

These issues should be addressed in the wiki data processing instructions.

Include surface layer in the snow radar images? (Or provide images with and without?)

Elevation compensation: I have been using mode 3 for 2017, 2018, 2019 Greenland P3 snow. For both sea (Jilu used 3) and land (Jilu used 2).

Frames: I did not exclude bad frames (ones with white space or no good data). For sea_ice segments, they were marked in the quality field of the frames file.
